That sounds like it could be neurological.
If nutrical/sugar doesn't bring her out of the falling episodes almost immediately (and I really don't think she would start to go hypo at this age anyway), I would have her liver checked. It also sounds a lot like she is in pain if she isn't able to stand and is shaking.
