My sister drives by his house daily and sees the little dog outside on a leash. On hot days, they have t-shirts on the dog! I will let the rescue people know, but I dont know if they will do anything about it in our small town.

I will try again and see if he will let me take the dog.. Hopefully things will work out..

I was mad when I first heard he was keeping the dog outside on a leash. Thats why asked my husband to ask him if I could have the dog, but he said no because it's his daughters. But one day he seen me and came up and asked me to find the dog a home and now he wont give it away.

You are in a small town, if the rescue group don't do anything, try going online to the Humane Society and ASPCA (like another post suggested) certainly they will have people who can help in this matter. This is your neighbor and you have to continue to live in the same community so you may want to get a third party involved. Contact someone in a larger city nearby maybe they can help but that yorkie needs to be rescued!! Please keep us posted.
