I have to say that it would be the pet owner's responsibility to pay for damages. It is not fair that the vendor eat the cost of that item because someone's dog pottied on it. If not in full then you should have paid the difference in what he can sell it for and what he was originally selling it. A responsible pet owner should be responsible enough to take care of their pets and pay for any damage that is done by them.
