I have witnessed Alfie doing this as well... but after drinking and I think its due to over-indulging.
I would place his fresh water down along side his food and he will gooble up all his water so quickly... then he has walked off a bit and up some of it comes, but with a thickness to it.
Not sure if this is what your furbaby is doing... but I have seen the clear liquid thing in my house and I have come to my conclusions of it being his water coming back up on him... Hope you figure it out..
