The reason I ask this, is because my husband has a friend, that keeps his very small(around 3-4lbs) yorkie outside on a leash tied to a tree, just because they couldnt get it to potty train. It is around 1yr old. He told me to find it a home and I did, but now he wont give the yorkie away because it's his little girls dog.

NO DOG SHOULD BE TIED TO A TREE - ever. It's not only cruel but dangerous for the dog.
Your neighbor SUCKS...I would try to get that yorkie out of his clutches.
