I would say that's a pretty common trait for a Yorkie pup. I know I've battled that over the years.

I've had relatively good luck by getting him to focus on his obedience skills. If you can teach him to heel and keep his attention on you (bribing with treats or a toy), you become more interesting than the other dogs. He'll still be distracted, but you can often get his attention right back by offering something more interesting. Treats or toys for a good heel or a good sit.

Don't give up! It's possible.
