you are right. Yorkies are inside dogs. Please ask your friend to talk to your vet about this....I am sure any legit vet will agree.
That is so sad to hear about a little yorkie tied to a tree. He is very vulnerable there. Is there a fence? If not, he could fall prey to any big dog that comes along.
