Yes, it is a barrier to protect the eyes from any irritants from the shampoo. Same as placing cotton balls in their ears to prevent too much water seeping into their ears.
I use baby shampoo on Schatzie's face as it says it is tear free. I of course had to test it myself, so dabbed some of that shampoo in my eyes. Nope, didnt hurt a bit so guessing Schatzie is fine. On the rest of her body she gets normal shampoo for doggies.
