I'm not really sure when they are supposed to start coming into heat but if your baby is 2.8lbs at 7 months she's full grown and it's not recommended to breed a dog under 5 lbs. There are so many health risks involved w/ your girl and w/ the puppies. I wouldn't risk it. She's
really cute though!
