In fact my Maxi still stops to say hello to everyone ( humans and animals )
. When it comes to her not coming to you, she is testing you. You can try to teach her to come by having treats in your hands. Hold the treat and repeat the word "come" and eventually she would want a treat and will come to you. Then praise and repeat a lot. That worked for Maxi.
Just dont give up on the training, she will get it
