You may need to exterminate them in your home! If he has that many, chances are they are in your home.
Just killing them on him is not enough.
I know they used to use bombs. I don't know if you can still buy them. Ask your vet!

Then, after that, use a flea treatment monthly. Must be used religiously! I personally use Advantage and I never have problems with fleas.
