I'd not jump on the punishment wagon yet.. Let her settle down and Scooby to.
It not fair to punish her if she scared as she just doing it out of fear and she will not trust you to keep her safe if your telling her no she not right to be scared.
Take a deep breath and maybe give her some quiet time without Scoody.
Take scoody for a long long walk and tire him out so he is less bouncy and maybe that will help to.Oh and maybe have him in the xpen for a while and her out... it going to be ok, it just takes time.
It can take at least a years sometimes for things to settle in and you have had her only just a very short time.
Trust needs to be built all the way around.
