I have found that velcro just doesn't stand up to be strong enough. The clips and belt harness work so much better.
We have a kennel with a loop which the seat belt secures to, that works well.
Two of the car seats also are attached by ties and seatbelts and the doggie passenger is attached to seat belts by their harness, also seems to work well.
