It is vey important to do research before you purchase an animal from a breeder. It is also a good idea to meet the parents and visit where they live. Which means you would have to buy locally. But it is well worth it.
Unless you have proof they are doing something wrong there is not much you can do at this point. If you do have some proof of wrong doing then of course you can report this anonomously.
I am sorry your baby is blind. But if you give him the love and attention he deserves you won't even notice he can't see you. He will respond to your voice and still love you.
Remember dogs give unconditional love. What else in the world could be better if you could give your blind baby a good home.
