Just a thought, but the other 2 dogs, that Lexi doesn't bother, are they short hair or long hair dogs? Does Lexi do this outside too, or only when Lucy comes inside? Could it be that something about the feathers on Lucy's legs that irritate Lexi? Perhaps they have a smell that Lexi finds offensive? Or it could be the movement that entices Lexi to attack.
If Lucy isn't standing or walking, will Lexi attach her ankles?
Would love to know if you figure it out. Until then you need to enforce in Lexi that this isn't allowed. A spray bottle and a command, having Lexi on a leash when Lucy comes in so that you can quickly discipline the behavior would be ideal.
