I don't mean to alarm you, but this can be a sign of AAI (anti-axial instability). A couple on here have much experience with it (Blue Boy Barber, BabyBear4Me).

An xray needs to be done to see what is going on his in neck. If you vet doesn't take this seriously, go to another.
