It can be either or - store bought or home made. I think they vote on the all around "package"...meaning - the doggie itself, the costume, the way the doggie LOOKS in his/her costume...just everything in general
When we went last year the top 3 got picked by the entire audience and if I am remembering correctly, the Petsmart staff as well.
