It sounds like a chocolate with a coat problem to me.
I have a chocolate yorkie that is 5 1/2 months old.
Reesie's roots are changing colors:
it seems to look like charcoal on her back at the roots & a creamy white on her head roots. She has a very pale pale gold around her face.
If i were to shave her she would look like what you are describing your baby is. BUT Ressie's coat is thick.
