my sense is that, as with humans, intrinsic bone and joint problems manifest later in life. with such a small, young puppy, my concern would not be from the repetitive strain of him going up and down stairs. rather, the one time that he slips on something, or trips in his puppy eagerness, could result in serious, if not fatal injury. I think while you are not supervising, the stairs should be gated. When you are around, it seems like enjoyable exercise for him. Just my 2 cents
