I know you probably don't want to give up going to Target altogether, who would??!!!, but I have a tip for saving on Puppy Pads. My local medical supply sells underpads for bedding (like for people)--I use them at work occasionally, so I took one home to see if Bella would use it. She does, and they're bigger AND most of all CHEAPER than the puppy pads. You can buy a whole case (150 pads) for 30 dollars. They give me a "discount" since I work in the medical field and the company I work for has an account there, where I can buy them by the bag for the same money....15 pads for $3. That's close to half what I was paying for 15 puppy pads at Walmart. So, you might check your local medical supply and see if they sell them too. I get the23" x 36" Prevail green pads. (Bella is an inside only pottier--though she will go when we are walking outside if she needs to--so saving that little bit helps me!) Just wanted to share the info..... I know some people use washable pads too, but this is a great way to get the same product for less.
