I had a male puppy that had those spots in that same area that I took to the vet. The spots were from his pee. He was getting the hair in that area wet when he peed, then lying on a blanket and it was kinda burning his skin.
I made sure that he always had a clean dry blanket, rinsed the area off 2 or 3 times a day, and they went away after about a week.
You might try this to see if that is it. I put vaseline on the skin after I washed it to protect it.
