What works for me is fencing Mocha in with the pad, her bed, her toys, and some water. Pack it in so there's no space to pee ANYWHERE BUT THE PAD. Take them out to play twice or more per day up to an hour, but only after they potty, so there's no accidents in your house. I will include some pictures to let me see her "room".
I prefer pad with a holder. I don't know about litter box, but I was thinking that if your baby is like my Mocha, she'd probably eat the litter...
But every pooch is different. I'm only telling you what works for me.
