Stella has allergy problems and the vet prescribed Relief shampoo for her, you will need to leave it on for around 10 min. I accomplish this by shampooing, wrapping in a towel so she doesn't get cold. This shampoo can be purchased on the web just look for Relief shampoo. I do not use it on her head.
I also suggest seeing a vet, these problems don't normally go away and the scratching can lead to infections
