I am so sorry for your loss. We lost our Yorkie, Keanu, at Thanksgiving 2006 from the same problem. He had had a heart murmur and enlarged heart for quite a while. We tried Lasix and other meds which bought us some time.
It is a blessing we can let our pets go when it is their time. I pray we will be reunited with our furchildren when our time comes to leave this earth. I also believe your Lucy will send you a new furbaby when the time is right.
Keanu and Tori left me in 11-06 and 5-08. They sent me Apollo last month. He has personality traits from both of them. Squirrel chaser (Keanu) and not bright enough to go up the little stairs to our bed (Tori).
