When there is snow, we can't walk. It would be too deep for a yorkie here where I live (no sidewalks) and then when they blade the street we normally walk down, they also salt it. Messy, nasty black gunk. You don't wanna be out there when a car drives by, even as slow as they go on our particular street because it is a cul de sac. We just wait until the snow melts enough in the yard to walk or go find a walk downtown to get some exercise on. There have been many times when I have put a tee-shirt under Muffin's sweaters or coats when we walked. They do get cold, but Muffin loved her walks. Kacee has never seen a winter yet, but I can't see cold weather stopping her, either.

I hope you have an attached garage where you're moving, because that is where I put pee pads for Muffin to use in the winter, at night, and on rainy days. She never had pee pads in the house. With Kacee, she will use pee pads when we don't go to the door when she rings the bell or when we're gone. Good luck!
