You don't explain what exactly her skin condition is, so it's kind of hard to recommend anything other than possibly an oatmeal bath/shampoo. At least that would help alleviate itching.
I don't know that I would feel confident with the testing results and certainly wouldn't feel comfortable with daily meds, especially when the injections only made the situation worse.
