Drugs should not be the first course of action with a dog. The dog needs to get out and do things to tire it out and or stuff mentally like working tricks first.
A 4 month old puppy is not hyper it a puppy as yet.

Drugs any drugs especially those for behavior should be given out by a board certified vet behaviorist or recommended by a board Certified PHD animal behaviorist.

Most drugs over the counter are not tested well enough to measure if they really have an effect.
Most drugs will in some cases work the wrong way. what you want to slow them down may not be good for them to be learning under as it can create fear, as they have a foggy brain and can not understand. A baby as young as 4 months has to much to learn a few more fear stages to go through and being foggy for them not such a great thing.
