Of course those areas are not affected...the condition is one that is unique to the "blue born" dogs. The darker steel blues to not have the problem because they are not "blue born" dogs...I think maybe you are confusing "blue borns" and the steel blue standard coat--they are not one and the same. Clearly the white and tan points would not be an "affected" area. In the quote you provided, the "pie-bald" dogs they are referring to are not even Yorkies...they are OTHER breeds.
