EJ is like this too. He was first trained to go on the pee pad because I got him when it was still too cold to go outside (February), but then when it got warmer I started taking him outside regularly as well, but leaving the pee pad inside still.
He has times in which he will pee and poo outside, and then he will pee every now and then on the pad inside.
Other times I will have walked him for almost 30 minutes, with just peeing, and he won't poo, and then I take him back inside, and he will poo on the pee pad 10 minutes later.
I don't really mind it at all. I think he just loves our walks outside when he gets to play with all the neighbor dogs.
