I can so relate to you. Scarlet will not go outside if it is raining, even if the ground is damp. She stays on the sidewalk. That was when we started her on potty pads. Winter is just around the corner so we are getting totally prepared. I would recomend using potty pads it has worked wonders for us. Hope this helps. Good luck!
