She is just a bitty baby. Our yorkie pup is 12 weeks at 9 weeks I shaved her ears on the backs and close clipped the sides. 1 week later I did the same and up they went! They don't flop at all now. Give your baby some time, shave them if you want but I would not tape them for another 2 months.
