Either put him in an expen attached to a crate or in the bathroom, leaving water down 24-7 and toys, a beef femur bone & pee pad. He should never be denied water. Next, when he cries in the morning regardless of the time, it means he wants out. I'd let him out. It's his only way of letting you know.
If he continues to drink more water than is normal then he should be seen by a Vet. You may also cut out all his snacks. Some are high in sodium which could make him very thirsty. Also what brand of kibble are you feeding?
