You need to take him in for an assessment by a behavior vet or behaviorist and not do any obedience until he is helped with his reactivity and fear concerns. He is not going to be able to learn when he is so fearful anything anyway that will stick or make things better. YOU have to train under his threshold and you have to understand what that is first.
That GSD needs to be reported for biting. It bite you not your dog and lacks self control and is a danger.. Little one just proved himself right as a dog bite you and cause you to get all upset at him and the other dog... big scary event and reinforced his fear and proves other dogs are to be kept away from or made to go away.... Poor dear boy, he doing all he can to keep safe and he is doing it the only way he can.
He needs a resoicalization class once a behaviour person says it is a go.
For now until you find someone keep him away from other dogs so he stops learning and being reinforced that Mom is scary around other dogs and other dogs make mom freak so I need to freak out first.
Last give him a hug he doing the best he can with what he has learned and just needs a break.
