I wanted to add if you try to play with her - toss her favorite toy or play tug, whatever you two usually do to play, she is also likely to forget it is on and adjust more quickly. I just think for the little puppies distraction is the key if they don't immediately take to it.
Oddly enough, my 135 bullmastiff never minded being dressed up.
