My daughter and her husband (married in june 08) moved to the Virgin Islands 3 weeks ago and they took their yorkie. Their other pup will be arriving on Saturday (hand carried by her father in law).

The pups had a health certificate and up to date vaccine records but check with the airlines to see if they need a health certificate for travel (my daughter heard conflicting information). I know if you are shipping a dog, they will need a health certificate but I'm not sure what the rules are if you hand carry.

You don't need a pass port to fly to the US Virgin Islands but if you want to travel to the British Virgin Islands, you'll need to have one.
