It wasn't "right", it was "lucky." Even if the tie(s) didn't result in pregnancy, allowing a tie unsupervised is still very dangerous to both dogs.

Chances are good, as others have pointed out, that your male is just 'shooting blanks' at this point, which is very fortunate. Just chaulk it up as a lesson learned, take the experience and apply it to preventing any future unwanted "accidents."
