The carriers may be the smallest you can get, but if it is roomier in the carrier than your puppy needs to stand turn and lay down, then you need to fill up some of that empty space. A dog trainer says that until her puppies grow bigger she uses cardboard boxes in the carrier to fill that space up. Some carriers come with partitions that you insert and take out as the puppy gets bigger.

But if you give your puppy room to eliminate in the carrier and still find a dry space to lay down, then they will keep doing it in the carrier.
