2 things: First you said you put him in a crate to go and talk to the lady. Try not doing that since it seems to the dog that you are putting them in the crate for punishment. Second thing is you should try what "It's me or the dog" trainer advises on tv. When you walk with your dog and if there is another dog coming towards you, the sec your dog gets angry or aggressive you walk in the other direction. You have to be consistent and do this often. Every time he barks or gets over excited by another dog you walk in the other direction and once he calms down you can walk towards the dogs. You could ask a friend who has a dog to practice this with you.
