Sure it does, but you have to be on the "advanced" page not the "quick reply". You will see the "Post Reply" on the bottom left of the page. Click on this, and beneath the message box you will see, a bunch of smileys, beneath those you will see the words Addition Options and in that section you will see the words "manage attachments." Look at my picture where it says, "right here"
