Today as I was coming home from class right when I was in the corner of my house I almost ran over a Chihuahua that darted in front of my car as I was coming.. I kept going and looked back at it as it was staring at my car from the middle of the street. I got home..parked and I couldn't do it. I got up and went back and it was still where I had left it. It had a collar but the collar didn't have any identification. He was very small and weighed 2-3lbs at most. It was very sweet and let me pet him and even turned on his belly for me. It was so sweet that I decided I was going to ask around and see what would happen. I knocked at a couple houses to no avail. He was following me around the block as I asked around. 10 doors later I had a breakthrough, the lady told me she thinks the dog belonged to the person across the street. I cross the street and knocked on the door... No one answered. As I was walking away someone was pulling into the driveway. I asked the lady if he was hers and she responded by saying "Unfortunately Yes". I told her what happened and she is like, "Ugh that dog always finds its way back" She then grabs the dog pretty rough and chains it on a leash that was no more than 3 ft and attaches it to the fence. No food or water insight. We live in Florida and it is 95 degrees outside.

. As I pulled away the dog stared at me and I started crying because that dog wasn't receiving the life it deserved. How can owners be so negligent?
