Althought in a way, that is true.. but there still are types of cough medecine that people can by just whatever, you just have to be 18...
I work at Walgreens so I'll show you an example:
Robitusin, you can by it off the shelf.. when we scan it, we ask for an id and put in their birthdate.

Certain types of Benadryl, Clartitn and stronger cough medecines.. the person has to actually get it from the pharmacy, and that is when they have you registered to see how many times you buy it.

Also, the reason they did this was, not because kids were tripping on it.. it's because the medecines contain a certain ingrediant that dealers use to make crystal meth.. so for the certain ones to stay, they had to either cut out the ingrediant altogether, or significantly reduce it
