What you are all dealing with is dogs that are afraid I pretty sure.
they are barking to keep the others away.
They learned it works because the dog leaves.
They learned it works cause mom gets out the squirt bottle or can and give them loads or attention.
They win both ways.

I can tell you but it is not going to work as well.
What you have to do is work with your dog below were he/she gets upset as once he/she is barking it to late for learning.
So stop and ask the other dog to stop and feed just before the explosion and leave the other way.
Work eye contact and work it so it look at the scary thing look at me. not hold eye contact to you as it not possible so allowing the look and look back will strengthen the look at you. Your going to need really extra special treats and an understanding of random reinforcement.
