Well there you go he is afraid and a good offence and making the dog run away is better then a fight.
So he barks in fear for his life and in a gentle leader he feels he has no choice but to run and hope you keep him safe.
He needs some good confidence building skills.
eye contact and settle in place and look it a dog look at me be a great start point.... Control Unleash is a great resouce for tricks to train to help this concern.
