I don't think you can really fairly or accurately group
all the CA breeders together and deem them as "ripoffs."
Prices vary from breeder to breeder, depending on the costs they are shelling out for expenses. Some have more expenses to cover than other and naturally their prices will be higher. The goal in aquiring a new dog should not be to find the best price on one--the focus should be more on the quality of the dog itself.
To the OP, I would start as suggested with the YTCA site. Check for breeders in your area and see if you can get a referral there. Also, go to some local shows if you have the chance. Vets are not always the most reliable source regarding judging specific breeds and the qualities that their standards call for, but ask anyway--maybe your vet could recommend someone to you.
