She must make this a civil matter. Im speaking from professional experience.

Your friend MUST:


Go to the court house and take out a JUDGEMENT for 5,000.00 which is the MAX in small claims court (and thats the ONLY place they will hear the case).

The State will then SERVE the owner of he dog with a judgment notice/notice to appear in court. And they must or they lose the case. They also get a judgment against them for 5 grand that will NEVER GO AWAY until they pay your friend.

Thats American Justice.

Short of the above advice - your friend will continue being nothing but ignored. File a judgement and things change QUICK! Again - I know what I am speaking of. Not willy-nilly advice. Consider it a free consultation.
