I cannot offer any help, but wanted to say your friend and her yorkie are in my prayers.. and I sure pray that baby will live and be ok.. I use a dog stroller for the most part.. I am paranoid of a larger dog getting in my way..
I would only think she has contacted the super of the building or the owner of the building.. for it a dog can attack another dog.. I feel they can do like wise to a child..
