Has your friend contacted the management of the building? This dog is obviously vicious and is a threat, I don't see how authorities could ignore a vicious dog like that? Did she contact the police department? I really don't know information about who to go to, I don't live in NY and (knock on wood) haven't been in a similar situation, but I would assume that animal control or the police would be required to do something since this dog is aggressive. I wish your friend the best!
