Oh, poor baby! It definitely looks irritated! At least it's on the periphery of the opening though. It looks like some sort of blister, or outpouching, or hemorrhoid (?) - I'd call your vet right away. He/she may just tell you to put cortisone/diaper cream on it, but this lump may need to be seen right away too.
