I say 'kudos' to your sister for volunteering to do this for you. How long does your sister anticipate it taking to train Ramsey? Will it be a couple of weeks or a couple of months? I think her commands can work for you as long as you spend a little time training yourself and Ramsey to those same commands. Ramsey should catch on quite fast as long as he is really trained.
The only problem I see is the transition from being with someone all day long vs being left alone all day. Your sister should work on this too and adopt whatever method you will be using, either crate, pen or otherwise.
I am not sure visiting your puppy everyday is a good idea either. There is the issue of separation anxiety. You may be festering the anxiety by visiting and having every goodbye "an event".
But all in all, if pottying training is not really working for you , this may be a good option as long as you are prudent about the length of time Ramsey will be away from you.
