Why on Earth should the term "teacup" be overlooked?
I think a red flag list would be great, but I think there would be a lot of disagreement on what those things actually are....registrations, breeding size for females, breeding only purebred dogs....lots of people see these issues as red flags, while others argue that they are acceptable and see nothing wrong with them...
